Heilongjiang Food and Drug Administration Builds a Rural Food Surveillance Network To further strengthen food and drug supervision and ensure the safety of food and drug use by the public, Shuangcheng City, Heilongjiang Province has actively explored and innovated the mechanism for the supervision of food and drug administration. It has officially established a food and drug supervision network management workstation in 24 townships (towns) of the city and set up food products in administrative villages. The drug supervision information officer will extend the “first line of defense” to prevent food and drug safety accidents to the township (town) and village (town).

At the recent meeting of the Shuangcheng Food and Drug Administration, the municipal government signed "responsibility form for food and drug supervision work" with the townships (towns).

In order to thoroughly implement the requirements of the “General Responsibility of Local Governments in Food and Drug Safety Work”, the city will establish food and drug supervision and management management workstations in 24 townships (towns) of the whole city, with the approval of the Shuangcheng City Committee. The township is headed by a deputy township (town) chief responsible for food and drug safety work. Each co-management station is staffed with two special (part-time) food and drug supervision coordinators. Each administrative village has a food and drug supervisory information officer. In administrative management, the co-management station is a subordinate organization of the township (town) government. The township (town) is responsible for providing independent office space, and is responsible for the day-to-day management of personnel preparation and wages. In terms of business management, it accepts the arrangements and guidance of the Shuangcheng Food and Drug Administration and does not independently handle cases of law enforcement and punishment. The expenses required for the work assistants and information workers for work subsidies and awards are fully included in the municipal budget.

At the same time, the Drugs Supervision and Control Network Conference requested that all townships (towns) should formally incorporate food and drug supervision into their daily work, and that they will be the key tasks of the municipal government's assessment, effectively addressing the key and difficult issues in food and drug supervision in rural areas.
