According to the Regulations on the Administration of Medical Institutions and the Notice of the General Office of the State Council on Printing and Distributing the Outline of the National Medical and Health Service System (2015-2020) (Guo Ban Fa [2015] No. 14, hereinafter referred to as the “Planning Outline”), Formulate the Guiding Principles for the Planning of Medical Institutions (2016-2020) (hereinafter referred to as the Guiding Principles).
