Industrial concentration under the implementation of the new seed industry is expected to be improved

The new policy of seed industry in 2011 is having a major impact on the existing industry landscape. With the government's reorganization of related companies, the degree of concentration of the seed industry is expected to increase.

Recently, the Ministry of Agriculture held a press briefing on combating infringement of intellectual property rights and the production and sales of counterfeit and shoddy goods in Beijing. According to Yang Xiongnian, deputy director of the Department of Science and Technology Education of the Ministry of Agriculture, the Ministry of Agriculture in the first half of the year cracked down on infringement of intellectual property rights and counterfeiting. During the special campaign for counterfeit and inferior commodities, the agricultural departments at all levels strengthened source control, rigorously reviewed the qualifications of seed production enterprises, strengthened the issuance management of authorized varieties of “seed production licenses,” and granted seed production licenses to over 4,000 wheat, corn and rice license holders. The card was comprehensively verified and involved more than 2,000 authorized varieties. During this period, a total of more than 470 seed production licenses were revoked and withdrawn, 19 production licenses of seed enterprises were revoked according to law, and the legitimate rights and interests of the variety rights holders were effectively protected; The agricultural sector increased investment in market supervision, stepped up efforts in the seed market, focused on cracking down on deck infringements, investigated and dealt with 117 cases of infringement of variety rights, involved 2 million kilograms of seeds, and had a value of more than 30 million yuan, which effectively contained sales infringement counterfeit seeds. Violations.

According to statistics, in the first half of 2011, the number of applications for variety rights of domestic R&D personnel increased by 11% compared with the same period of last year, of which the number of corporate applications increased by 45%.

In April of this year, the State Council’s Opinions on Accelerating the Development of Modern Crop Seed Industry classified seed industry as a “national strategic and basic core industry,” and pointed out that “strict management of seed production and management administrative licenses should be adopted to correct and investigate frauds by law. The acts of examination and approval, illegal examination and approval, etc., strengthened supervision of seed administrative licenses and routine law enforcement, and strengthened management of seed bases and procurement and sales links."

“It seems that the Ministry of Agriculture has started to develop realism in the seed industry. Follow-up support measures should continue to follow. Seed enterprises with insufficient qualifications will be phased out. Large-scale high-quality seed companies with research and development capabilities will be supported, and seed industries will be concentrated. The degree will increase," an agricultural industry analyst said in an interview with the Securities Times.

At present, there are more than 8,700 licensed seed companies in China, and only 200 registered capitals of more than 30 million yuan.
